Toss to coat evenly. Bake until tender, about 30 minutes. Remove from oven and let cool slightly. Cut into 1/2 inch slices. Meanwhile, place green beans in a medium saucepan and fill with cold salted water. Bring to a boil and simmer until crisp-tender, about 5 minutes. Drain well and set aside.

Add parsnip pieces and season with salt and pepper. Cook 10 minutes or until tender. Transfer to a bowl and toss with 3 tablespoons butter. Season with additional salt and pepper. Top with chopped chives. Serve warm.
