Whisk in the cornstarch until smooth. Pour the mixture into the pan and bring to a simmer. Reduce the heat to low and simmer for 5 minutes, stirring occasionally. Remove from the heat and set aside. Add the drained rice noodles to the pan and toss gently to coat. Divide among 4 bowls. Top each serving with 2 tablespoons of the reserved soy sauce mixture and sprinkle with green onions.
